Article 2 provides that filing a Social and Environmental Responsibility Report (Balance de Responsabilidad Social y Ambiental “BRSA”) is mandatory for companies —both incorporated in Argentina or abroad employing over 300 employees, and that meet an annual invoicing threshold set forth by Law No. 2,594. Furthermore, Article 4 limits the scope of application of this law to companies that have their legal domicile and develop their main activity in the jurisdiction of the City of Buenos Aires. Should any company not meet these requirements, then filing of BRSA is voluntary.

Buenos Aires City Law No. 2,594 is aimed at promoting social and environmentally responsible behaviour. It sets out the legal framework regarding the Social and Environmental Responsibility Report (Balance de Responsabilidad Social y Ambiental “BRSA”) to be filed with the authorities of the City of Buenos Aires. To date, Law No. 2,594 has not been regulated and therefore its implementation and enforcement is pending. This mechanism applies only in the jurisdiction of the City of Buenos Aires.
